Bluto uses a hypnotic spell to draw Olive on stage and transforms her into a chicken, But Popeye goes to the rescue.
Bluto successfully hypnotizes him as well. Popeye snaps out of it and turns the tables on Bluto. Excitement prevails with Popeye and Olive as joint owners of a pawn shop; Wimpy is a policeman; and Bluto is a suave, dignified scoundrel instead of his usual rough unkempt self.
Bluto is arrested by Wimpy but escapes and runs into the pawn shop. He challenges Popeye to a duel and the fun begins. It's Olive's first visit to a skating rink, and Popeye accidentally crashes into the pillar to which she is clinging. The impact sends her flying out of the rink and into the street. Olive and Popeye are spectators at a football game in which Bluto leads a team composed of large husky players against a team of small thin players. Jealous of Olive's attraction to Bluto, Popeye joins the opposing team and things begin to happen. Popeye, the proprietor of a gymnasium for women, has Olive Oyl as one of his pupils. Rival Bluto disguises himself as a coy flapper and joins the class. Believing Bluto to be a woman, Popeye is very annoyed when Bluto tries to show him up. When he learns of the deception, he calls on his spinach to put Bluto in his place.
Popeye and Olive Oyl, trying to climb a high snow-covered mountain, are thwarted at every turn by the villainous Bluto. Popeye becomes angry with Bluto for throwing Wimpy into the water because he hasn't got his ferry fare.
Popeye, Olive Oyl and Wimpy build a bridge which will be free to all. Bluto does everything possible to stop the progress of the bridge. A lifeguard is needed at the local pool and Bluto and Popeye apply for the job. Both men go through a variety of aquatic stunts and Popeye wins the position. This of course starts the usual brawl with Bluto losing once again. Olive Oyl is moving and Popeye shows up to help.
She refuses saying she needs a strong man for the job. Bluto arrives and both men proceed to do the fastest moving job ever, to impress the fair Olive. Our hero finishes the job with the help of his can of spinach. Popeye's sweetheart Olive Oyl goes in for boxing lessons and when she catches her teacher flirting with Popeye she steps out and gives the teacher an excellent demonstration of boxing.
Popeye tackles lions, bears, snakes and countless other animals chasing after Swee'Pea at the zoo only to find himself the victim of an assault by Olive for scaring Swee'Pea with a toy on their arrival home.
Bluto's sneaky work over the telephone wires leading to Olive's home gets Popeye in trouble with her. As a result, our hero and Bluto get into a dispute on the phone wires high above the city streets. Popeye arrives in a beat up roadster to take Olive Oyl for a ride only to find Bluto there in a sleek new car.
She rides off with Popeye but Bluto manages to wreck the sailor's jalopy. Popeye, Olive and Wimpy are shipwrecked on Sindbad the Sailor's tropical island. Sindbad sees Olive as his queen but she rebuffs him. A furious Bluto battles a jealous Popeye. After seeing Olive Oyl gaze spellbound at an Army poster picturing a handsome uniformed soldier, both Popeye and Bluto try to enlist.
There turns out to be only one vacancy and the two arch enemies try to prove who is the better man for the army. Popeye offers to wash windows in the office of his girlfriend Olive Oyl, but plenty of excitement occurs when Bluto, the regular window-washer, becomes resentful and seeks revenge. Wimpy, an organ grinder, is entertaining Popeye and Olive Oyl with some sweet music when Bluto interferes and the battle is on. Popeye wins the fight and makes Bluto supply music for the entire neighborhood.
Nurse Olive Oyl tells Popeye and Bluto that she cannot take care of them unless they are really hurt. Both race away and attempt to get into accidents! All their endeavors fail. Finally, Popeye forces Bluto to eat a can of spinach and the sailor is beaten for the first time and he's a happy man!

Little Swee'Pea wanders into a busy factory, and by luck just manages to escape being killed by various crushing, grinding and cutting machines. When Popeye and Olive come to his aid, it is Swee'Pea, however, who redeems himself by saving them. Olive elopes with Bluto in his plane only to realize she still loves Popeye.
Bluto is disgusted with her and throws her out as Popeye comes to her rescue. Popeye's pal Swee'Pea causes consternation when Olive Oyl is unable to stop him from crying and calls upon the sailor man to help. Bluto answers the call too, both trying to get him to smile. The two enemies get into a fight and Popeye's can of spinach fails him! Popeye, as a boy, is captain of a sand lot team that is taking a beating from another team headed by Bluto.
Popeye calls upon his spinach for help and manages to defeat his opponents. The adult Popeye tells the story to Swee'Pea in an effort to get him to eat his spinach, and sees his efforts crowned both literally and figuratively, with success.
Coast guardsman Popeye is ordered to stop Ali Baba and his 40 thieves from robbing desert villages. Popeye, Wimpy and Olive take off in his plane but soon crash in a small town. When Ali Baba and his men charge into the town, they subdue Popeye and take Olive and Wimpy into the desert.
Bluto tries to steal a parrot which Popeye has given Olive Oyl as a gift. In the chase that follows, the bird gets away. Popeye is subdued and Olive faints six or seven times but everything turns out alright in the laugh-filled finale. Popeye, Bluto, Olive and her Grandma are in a dance contest. Popeye is teamed with Grandma and when she begins to tire he feeds her some of his invigorating spinach.
Enacting the role of a fireman, Popeye answers an alarm at Olive's home and finds her crying because her home has been burned to the ground. Popeye and Wimpy promise to make her a new one and from then on the laughs start building. Popeye plays sick to win Olive's attention. Doctors fail to locate his illness and Olive believes it's his end.
When Popeye sits up in bed and confesses that it was all a gag, Olive pummels him. Popeye visits Olive Oyl and discovers her home in turmoil because of a broken water pipe.
